State Procurement of Madagascar

Who we are

Our official mandate and mission: stabilising to protect

SPM has a public-interest mandate to help safeguard Madagascar’s economic and social stability. Faced with fluctuations in global prices and the risk of local speculation, it acts as a shield for the purchasing power of Malagasy households.

SPM’s mission is built around economic stabilisation and social justice. It focuses on the following priorities.

Securing supplies: anticipate and address local market shortages through targeted imports and strategic stocks of essential goods such as rice, as well as strategic products such as fuel and cement.

Stabilising prices: actively combat speculation by supplying wholesalers and local markets at fair, regulated prices.

Supporting local production: act as a reference buyer for Malagasy rice farmers during periods of overproduction or excess stock, providing a stable and fairly remunerated outlet.

Maintaining market balance: work alongside private-sector operators and intervene only as an economic safety net in urban areas and in remote or disaster-affected regions.
