Cement

Stabilising the construction sector to build the future

Construction work

The issue

Cement is essential to every development project, from public infrastructure to Malagasy family housing. Faced with cyclical price increases and artificial shortages that bring construction projects to a halt, SPM intervenes to curb speculation and rebalance national supply.

Regulation mechanism

Direct sourcing

SPM negotiates large volumes directly with major international producers to secure an optimised procurement price.

Anti-shortage releases

stocks are deployed strategically in high-demand regions to prevent artificial inflation and stabilise local distributor prices.

Territorial access

SPM-supplied cement is transported to major urban centres and construction sites in remote areas.

Cost structure transparency

SPM’s cement price to distributors is calculated strictly to cover actual costs, without any speculative margin. It includes:

the purchase price from international producers

maritime freight and port unloading charges

statutory customs duties

transport costs to Madagascar’s regions

Quality and standards commitment

Cement distributed by SPM undergoes mandatory laboratory testing before release. It complies with NF and EN strength standards and supports safer construction in Madagascar.
